Military finances in the state of Connecticut were managed by the Pay-Table which was also known as the Committee of Four during the Revolutionary War.
The note was signed Ralph Pomeroy as Comptroller.  Ralph Pomeroy served as a Military Paymaster who was in charged with finances during the Revolutionary War such as wages, expenses, and losses.
