This is classic 1950's Japanese Kitsch. It looks very similar to makers like Napco, Lefton, or Relco, though many were just marked "Japan."
It can describe it as a "Stylized Terrier" or "Schnauzer" due to the whiskers and ears, but "Comic Dog" is also an accepted term for this style.
Paint wear on the red bow. In the antique world, this is called "Cold Paint loss" (because the red was painted over the glaze and tends to flake off over time).

Liquor Bottle / Decanter (The head is the stopper). item is in good condition for its vintage age. Last picture show small areas of rough finish original to piece, also piece of cork is missing.
