Vintage wood stacking clown toy

Vintage solid wood colorful stacking clown or soldier? Hand painted toy. Bright mainly primary colors. Has swinging arms and tall red hat. None of the parts are removable. Base has multiple chips and marks in the red paint. The top edge of the hat has wear. The rest of the toy has more minor scratches and marks. It resembles a Brio toy but this is in marked.
