This is a handmade item from the concept bar "Revolution" in Utsunomiya, Tochigi Prefecture, which went on sale on January 11th. It uses Bikkuriman stickers.
Out of 24 stickers purchased, 6 of the Nogio-san stickers were duplicates, so they've been incorporated into a Pokémon card "Gengar."
The name, nose, mouth, and left hand have been given a three-dimensional effect, making them appear to pop out.
The background also has three layers of thickness.
This is the first time I've done this kind of work, so the details are rough, but I'm offering it to the usual crowd in the kitchen, who won't mind as a joke!
