This character is RX-24, also known as Captain Rex, the former pilot of the Star Tours Starspeeder 3000, reprogrammed as a DJ at Oga's Cantina.
There is no planned release in Japan, and it has already sold out online in the US, so it is likely to be difficult to obtain in the future.
