A Brief History of the Navy Pea Coat:
The U.S. Navy pea coat traces its roots back to the Royal Navy reefer jacket of the 19th century. Short, double breasted, and made from heavy wool, it was designed for sailors working aloft in the rigging. The shorter length allowed freedom of movement, while the double breasted front helped keep wind and spray out. Vertical-style pockets over the flanks let sailors warm their hands without interfering with ropes and lines.
