This is a cover that attaches with an anchor-shaped hook, unlike the type that ties with a string to the helmet. It's the same type used by the Waffen-SS. It's a rare type, but you can confirm it in photos from the time (GD Division photo album). It's easier to attach than a string and, of course, can be reversed.
